Natural disaster insurance: Legal obligation postponed – Staggered deadlines for companies

The mandatory natural disaster insurance was introduced as part of Italy’s 2024 budget law and applies to companies with headquarters or operations in Italy. Initially, this obligation was to take effect on January 1, 2024. However, the Italian government – following initiatives from business associations – has adjusted the deadlines for implementation based on the size of the company.

Staggered Deadline Extension Decided

Government Responds to Pressure from Business Associations

Originally, the insurance requirement was set to begin on January 1, 2024. After numerous requests from the business sector, the Council of Ministers decided on a deadline extension last Friday. The implementation will now occur in stages depending on the company size:

  • Micro and small companies: until January 1, 2026
  • Medium-sized companies: until October 1, 2025
  • ​Large companies: from April 1, 2025, with sanctions starting only from July 1, 2025

How Your Company Is Classified

The classification is based on the number of employees, annual turnover, and balance sheet total.

Guideline values for company size*:

Micro/Small < 50 < 10 Mio. € or < 10 Mio. €
Medium < 250 < 50 Mio. € or < 25 Mio. €
Large > 250 > 50 Mio. € or > 25 Mio. €

Although the obligation has been postponed depending on company size, it may still be beneficial to take out natural disaster insurance early.
